A Symbol That Reminds Us of the Birth of the Municipality of Casto
In Casto, there exists a very ancient mill, whose origins are intertwined with the birth of the municipality in the medieval period. The first written testimony of this public building dates back to 1638, when the Vicinia of Casto separated from the municipality of Comero, and among the accounting books that were divided, one contained a “instrument of liberation” for the mill of Comero from the Pieve di Savallo, dated 1538. This document also indicates that the Pieve di Savallo had ancient milling rights.
In the separation, the municipal mill located in the district of Casto remained undivided, and the miller, who had been hired and paid by the municipality for centuries, would from that moment onward be chosen by mutual agreement.
In the 19th century, under the Cisalpine Republic first, and later under Austrian rule, heavy taxation, and particularly the decision to build the new Nozza-Brozzo road, which was completed in 1830, forced municipalities to sell much of their property, especially forested areas, to private individuals in order to cover numerous expenses.
As part of this depletion of the ancient civic property, the sale of the municipal mill was also decided. It was purchased in 1829 for the sum of 6,835 Lire by Benedetto fu Paolo Dolcetti, a blacksmith who had also bought several forested plots with the purpose of producing charcoal for running the iron forges. The Passerini family, which was also active in iron production and trade, then purchased the mill from Dolcetti in 1844, along with other properties. The mill remains operational today, thanks to the dedicated care of the David family, who currently own it.
The appraisal done by the municipality at the time of the sale provides an interesting description of the mill:
- The building is powered by perennial water that is drawn from the Vrenda river, as well as from the water of the seriola de Cornali, via stone conduits in good condition. This water also powers other buildings located a short distance from the mill.
- The mill is equipped with three active millstones, two of which are used for grinding corn and millet, while the third is used for wheat. These are provided with everything necessary for their proper functioning. The fourth millstone has been out of order for several years due to the breaking of the shaft around which the grinding stone revolves.
- The mill does not have a residence for the miller.
- The current operator is required to maintain the machinery and tools of the mill in the same condition as when they were handed over; he is also obligated to repair any breakages in the conduits and the building when the costs of such repairs do not exceed 30 Lire. Finally, he is required to contribute annually with 23 quarters of wheat to each municipal owner, as detailed above, which is then ground and distributed to the respective inhabitants. This contribution, which has existed for time immemorial, must be observed every year by the buyer of the mill and its accessories.
- The buyer shall not alter the millstone in the slightest but must use the one currently in operation; in accordance with this, the buyer will be required to pay the municipality of Comero 23 quarters of wheat annually, which shall be ground and distributed to the inhabitants of that municipality, according to the prevailing ancient custom, without any compensation. If this annual obligation is not met, the buyer will be subject to fiscal penalties.
- It is declared that the current millstone in operation has a capacity of 14 ½ Brescia ounces of water, which shall be used for both wheat and corn. For bran, it is understood that two millstones of wheat and corn will form one millstone for the bran.
